I think these duplicate skills exist because they were planning to do the same thing in NF (and thus there would be core skills, Phroph only skills, faction only skills, NF only skills, phroph-NF only skills, factions-nf only skills, etc).
But, after the negative reaction on forums (OMG a.net is lazy with the duplicate skills) the idea was dropped for future games. Its because of overreactions by people like the OP that this was stopped. The OP hates duplicates just because they exist. He has no justification for his hatred. He dislikes it as a concept.

Oh dear, after rereading my firs post, it would appear that I did not write it in any persuasive manner. But oh well, nonetheless it would appear that the majority here opposes it anyway.
